No, there is no minimum number of seats required to be able to get Starter Success. Please note, however, that there is a 1:1 match requirement; that is, you need to purchase a Starter Success license for every seat of Unity Pro that you have.

This would require more in depth collaboration and discussion.

When you request technical help, the Engine Support team will seek to understand your use case, and provide general and best practice advice relating to supported workflows within the Unity Editor and engine. They can also provide insights relating to known issues, and high-level guidance related to root-cause analysis.
